Charging a flat rate for the AI agent with no token limits is a meaningful commercial choice. Usage based AI pricing makes cost unpredictable precisely when a site gets busy, which is when the agent is most valuable, and a fixed price removes any incentive to limit how many customers it talks to.

Targeting uses live behaviour, appearing at the right moment based on where a visitor came from, what they have viewed and how many times they have visited.
