Emergency response is what people picture when they think of ambulances, and it is a minority of many services' work. The larger volume is scheduled transport: moving patients between hospitals, taking dialysis patients to appointments three times a week, discharging people to nursing facilities, and transferring between levels of care.

That work is a logistics problem rather than an emergency one. It has appointments, it repeats predictably, and its efficiency determines whether the service is profitable, because each trip is reimbursed at a fixed rate and the only variable is how many can be completed.

Bed management connects to that directly, since knowing which facility has a bed available determines where a patient can be taken and therefore whether a transport can be completed at all.

Billing being integrated is more consequential in EMS than in most healthcare, because ambulance reimbursement depends on documented medical necessity. A transport that was clinically appropriate but poorly documented is not reimbursed, and the documentation is written by a crew member in a moving vehicle. Connecting the clinical record to the claim is where services recover revenue they would otherwise lose.
