Building only for the public sector is the entire proposition and it is a defensible one, because public finance is genuinely different rather than merely regulated differently. Fund accounting, encumbrances, budgetary control that stops a purchase before it exceeds an appropriation, and statutory reporting formats are not options bolted onto a commercial ledger, and general purpose ERP either lacks them or fakes them with custom fields.

Bundling utility billing into the ERP is the detail that shows who this is really for.
