Co-responder and deflection programmes are the specific work this addresses, and they exist because of a mismatch nobody designed deliberately.

A substantial share of emergency calls are not medical or criminal emergencies. They involve mental health crisis, substance use, homelessness or someone who has fallen and needs help getting up. The systems dispatched are an ambulance and a police car, because those are what exist, and both are expensive, neither is designed for the problem, and the outcome is frequently an emergency department visit or an arrest that helps nobody.

Co-responder programmes pair a clinician or social worker with the responding unit. Deflection programmes route the person to treatment rather than to jail. Both are demonstrably better and both are difficult to run, because the person's information sits across agencies that cannot legally or technically share it.

That is the real problem this software solves. A paramedic, a police officer, a behavioural health provider and a housing agency each hold part of the picture, each is bound by different confidentiality rules, and connecting them requires consent management and information governance rather than just a database.

Rural health transformation as a named programme reflects that these arrangements matter most where the nearest emergency department is an hour away and a transport decision is consequential rather than routine.
