env0 manages infrastructure as code across Terraform, OpenTofu and related tools, organising the work around environments rather than around individual configurations. It provides the governance, cost visibility and self-service that infrastructure as code tools leave to the organisation adopting them.

Treating the environment as the unit is the conceptual difference from the tools underneath. A developer does not want to apply a configuration; they want a working environment for a branch or a test, and expressing the request that way removes the need for them to understand the infrastructure code that produces it.

Cost visibility attached to environments is where this class of product earns its place. Ephemeral environments are cheap to create and easy to forget, and attributing spend to the environment and the person who requested it is what stops a self-service platform quietly becoming the largest line on the cloud bill.

Governance is the other half. Policies deciding what may be provisioned, by whom and at what size are what let a platform team say yes to self-service without accepting unlimited exposure, and they are the reason a management layer is bought rather than built. Building that scaffolding in-house is how platform teams end up maintaining a product nobody chose to be in the business of maintaining.
