A government budget is a statutory document produced to a published timetable, debated in public, adopted by elected officials and then monitored against actuals for the whole year. Fund accounting, multi year capital plans, position budgeting for personnel costs and transparency publication are all requirements a commercial planning tool does not have to meet.

Position budgeting deserves particular mention because personnel is the largest cost in most public organisations and it is budgeted by post rather than by amount. Modelling headcount, grade, step increases and benefit loading is how the largest line in the budget is actually built.
