Justworks provides payroll, benefits, compliance and international hiring for small businesses, sold as a professional employer organisation with a lighter payroll and HR tools tier beneath it. It handles employees and contractors across multiple states and countries, automated tax filings, labour law compliance, and onboarding international staff without setting up a legal entity.

Publishing per employee PEO rates is genuinely uncommon and it is the most useful thing about this listing. PEO pricing is normally quoted after a discovery call, often as a percentage of payroll that is difficult to compare between providers. A flat published figure per employee per month lets a company multiply by headcount and compare against a competitor in a minute.

The payroll-only tier at a much lower rate plus a base fee exists for companies not ready for co-employment. That distinction is the important one in this category: the PEO tiers include benefits access through pooled plans, and the payroll tier does not, which is the whole reason to enter a PEO relationship.

International hiring without an entity addresses a genuine constraint for small companies, since establishing a legal entity abroad to employ one person is disproportionate, and doing it wrongly creates a tax exposure nobody discovers until later.
