Accela provides government software covering service request management alongside permitting, plan review, business and occupational licensing, alcohol beverage control, short term rental and cannabis regulation, environmental health, fire prevention and disaster recovery, for city, county and state agencies.

The regulatory breadth is what distinguishes Accela and it reflects what local government actually does. Service requests are the visible part, but the substantial workload is permitting and licensing: someone wants to build an extension, open a restaurant, sell alcohol or operate a short term rental, and each requires a process with statutory timescales, inspections and appeals.

Cannabis regulation and short term rentals appearing as named products is a good indicator of how this market works. Both are recent regulatory regimes that municipalities were required to administer at short notice with no existing process, which is exactly when packaged software beats building something.

Disaster recovery is the least obvious and most consequential module. After a hurricane or wildfire a jurisdiction faces years of rebuilding permits at many times normal volume, with federal funding conditional on documentation, and the permitting system becomes the record on which reimbursement depends.
