Red Hat OpenStack Services on OpenShift runs OpenStack with its control plane containerised on Kubernetes through OpenShift, which is a genuine architectural change rather than a packaging one.
Putting the control plane in containers means the components managing the cloud are themselves managed by Kubernetes, gaining its scheduling, health checking and rolling update behaviour. Operating OpenStack has historically been its hardest part, and delegating control plane lifecycle to a system built for exactly that work removes a large share of the operational burden.
